well I have a friend who pulls (tractor pulls) with a garden tractor, that could be a weight for one of those. is it heavy?

could also be a weight for a smith machine style weight set up. the plates on the machine go up by 10's in order to get 5 pounds on it you slide a weight on the cable

It only weighs about a pound or so. Two at the most.

It's probably gonna go in the recycle bin this coming weekend.
