Any way to increase the HP of a 2007 Honda 50HP

My 50HP Honda 2007 tiller motor on my 16' all alum. Hewes seems a bit anemic as it will not make plane with two guys (400lbs) 9.9 Honda kicker and an empty gas tank.
Runs fine, just week on power...

Could be too many things, one of them could be wrong prop for that combo or on its way to become spun. Does boat have a installed tach that works ok ? If so, go for a wot spin you alone on flat no wind water cond and report max wot rpm achieved to check how low on rpm your OB is.
