another foolish jackplate question

Hi folks:

My brother and I are running a '96 Kenner 16' center cockpit v-hull with a Johnny 88SPL, same year. The motor has tilt/trim. The shaft/transom seem well matched, but the cav plate looks to be an inch or so low on plane. Holeshot and fuel econ are acceptable but could be better. We fish the TX bays and sometimes see medium rough water.

We're doing some work on her (what idiot decided carpet was even marginally acceptable in a boat?) and have just about decided to lift the motor, so now's the time for a jack if we're gonna.

I like the idea of improved performance and economy. I also wouldn't mind blocking the transom cutout so we don't get pooped so much when coming off the plane too quickly, which we can work on, and in rough water, which we can't.

I am concerned about excessive setback making the steering wonky, and I don't need to lift the bow as she's a tad aft heavy now.

Any advice gratefully received by your humble servant etc.
