Another FLoat Adjustment Question

I have a 76 40hp. In my manual it says that the adjustment is 1 5/8 to 1 1/2 from the bowl. But on the diagram the float is all the way dowwn past the high speed nozzle. I am not sure which to go by. I am sure it is the measurement, but I have tried both and the motor will not perform.

Also, do you make adjustments to the hish speed nozzle like the slow speed needle valve, or do you just tighten it all the way? Thank you in advance.

When the carburetor is upside down, the surface of the float should be parallel to the mating surface of the carburetor body; this is the most critical adjustment. When the carburetor is held right side up, the float should drop to your measurement range, measuring from the mating surface of the carburetor body to the lowest point on the float.

High speed nozzle: If loosened, just tighten all of the way, being careful not to damage the edges of the nozzle.
