Another day another motor, another problem. Help, please

Years ago I bought a 1953 JW 10 as a parts motor for 30 bucks. This week I decided to try and get it to run. Did all the normal stuff, coils, points condensers, wires and carb kit. I bought a cheap carb kit and the valve seat didn’t thread all the way in so I had to use the old seat and needle. Got it running, but gas was draining out of the front of the carburetor. Took the carb off, cleaned it again, put in a different float, reset that float and put it all back together. Started and ran pretty well. No leaking gas. Took the recoil off to check the points gap. The next time when I started it gas was draining out of the carb again. So am I correct in thinking that at this point it has to be the needle and seat or the something with the float. Any thoughts would be greatly appreciated. Thanks.

Okay, new quality carb kit is in place, high and low speed needles adjusted per the book, new points, plugs and wires, coils and condensers are in, but I am still not pleased with the results. I am a little afraid what I am about to say will sound like whining, but I can’t get it to run very well. It is hard starting, and won’t idle down for anything. Any thoughts would be greatly appreciated. Thank you.

Have you done a compression test?
If so what were the results?

I’m not sure what the numbers should be for that motor but it does seem low to me.
I’m sure others will chime in.
