alpha wont engage until 1/3 throttle

I have spent over an hour reading through shifting problems and cannot find one the same. So first off, I apologize for writing another shifting question. I have a mercruiser 350, with an alpha outdrive. it shifts firmly like I would expect it too, but it is shifting when the lever is at about 1/3 throttle. What is causing this? I am not having any chattering, or problems shifting in and out of gear. Just the location of the lever. I assume that it should shift into forward instantlt after engaging the throttle in the forward position. It does NOTHING until about third throttle. Any help?

The remote throttle/shift lever is made to shift before the throttle actuates or you would be breaking gears every day.

The reason the throttle is engaging so late is the adjustment back at the engine. It's the cable housing anchor adjustment.
