Alpha water pocket tube loose

Working on the boat dropped the lower and the copper tube came out still in pump. Went to push it back into the pocket and loose as a goose. Never had this happen before. Other times the tube seemed snug in the pocket. Normal? Should there be an option ring or something to seal and hold it in place? Thanks

Is that the rubber band looking thing that comes with the water pump kit? Can't find just a collar for sale. Thanks. Must of dry rotted out....

That rubber band thing is probably the slinger which goes on the drive shaft on top of the water pump housing.
