Alarm - IS it bad?

I have a 1993 Mercury 75 hp that the alarm was not sounding when I bought the boat, so started trouble shooting and removed the alarm, and tried testing it. When I make the + and - contacts to the battery directly, the alarm horn momentarily crackles once power is applied. No Buzzing sound. Does this indicate it is bad? I believe so, but want to confirm.

Well an update on this horn. I was able to get it working after removing the super small set screw and reinstalling it. Now buzzs perfectly. When I looked at the set scre on the back of the horn, it was starting to rust. So I think it was not making contact.

Question, is there a rust preventative measure I could use so this does not happen again?

Also now the horn is on all the time. Water temp send is disengaged, only oil system is hooked up. Which I plan on disconnecting and going with premixed fuel. But that is another story.
