Air in the tilt/trim system?

Hello, I have 1993 mariner 150 magnum. The motor is older than anything ive owned, so it was refreshing to see this tilt/trim (tri-ram) system was used on merc newer than the 90's. I recently rebuilt the main tilt Ram because it was leaking from the oil seal and not working correctly. The rebuild went well for both the assembly and disassembly. below is the issue i am seeing and through a lot of searching I found nothing related to my issue and even less around this tilt/trim system.

After reinstalling the rebuilt ram, I was able to bleed the system enough that I did not have to manually pick up the motor anymore. Upon doing so i noticed if i tilted the motor up enough and released the button, it would continue to move up with no power and the pump not on. Same goes for trimming down, it will trim down smooth but once the button is released the motor comes bac up slightly.

This unwanted movement is the motor being pushed up/down via the ram without the motor on or moving.

I performed the bleeding process several times which involved cycling the motor up and down a couple of times before raising it up all the way and topping off fluid reservoir. I did notice air coming from the reservoir but towards the end there was not much.

before the rebuild other than the leaking ram oil seal, It worked properly and would stop on a dime. Could this be air still in the system?

lots of cycling full stroke. you need to get the air from the cylinders to the reservoir.

Hi. Are the wee valves correctly in place and the right way ? Forget what you call them. Check valves etc. poppet or collet valves maybe. Usually about 4 of them in the pump
