Is the 2019 Tohatsu 30 hp 4 stroke outboard capable of charging AGM batteries from its charging system?

If you buy the electric start model, you get 15 amps charging. Keep in mind that with AGM, you may want a charge controller, as the output from these is setup for flooded batteries.

Hi Paul, I bought an electric start (remote control) model. Guess I should have said that earlier. So is that 15 amp charging system untethered rather than regulated? Or, do the AGM batteries require a different charge rate than wet cell?

People have been using AGM batteries successfully in automotive applications for quite sometime. The only criteria is that the charge voltage be kept below 14.8V to prevent out gassing.

If the boat has a suitable voltage regulation, you should be good to go.

The Tohatsu rectifier/regulator will be OK. As dingbat noted, just keep voltage below about 14.8.

Yes, AGM batteries can be damaged from over charging. Yes, the charge profile is different from flooded. Just be careful, and you should be fine.
