95 VP 5.8 FI 351 with SX Cobra drive.
Flushing her out after saltwater use today, noticed bellows just hanging in there, end mounted to transom was still attached but the butt end had somehow gotten off the drive.
While trying to re-install I tore a hole in it with my long needle nose pliers.
Replacement parts such as these:

Mallory model 9-72706
It shows slits cut into it on each rib (about an inch long I would guess).
Two (okay 3 actually) questions:
1. What the H. E. double hockey sticks could cause the bellows to come out? The stainless steel c clamp was intact as was the hose itself??? I smell a disturbance in the force...
2. What do you guys think of these slits, if you can let water in: why have a hose?
3. Saw a few other aftermarket products with these "backflaps" to keep water from running back into the risers I guess (which also makes me question the slits). Is it worth and extra $30 considering my boat has been running fine without that for 17 years now without issue???
Thanks guys, appreciate any help you can provide.
