After rebuilding 3 carbs how do i

I have a 1988 60hp Johnson and i'm going to rebuild the 3 carbs, how do i set-up the carb jets properly, one might be set-up to lean another to rich, how would i know which one is set-up right and which one is not???

I believe the 1988 had fixed jets. No setting to them.
