acceleration problem on 1976 Merc 1150

When we took out new (used) boat for first time, we had a hard time getting it started and keeping it running. Then, it ran at very low speed and never really reached plane even though throttle was at highest position. We consumed 10 gallons gas to go about 5 miles.<br />Then today, we ran boat again with new tank of gas. When we put boat in, it took about three minutes to start. Died off a few times before it stayed running. Once we cleared No Wake, eased throttle forward and boat just took off onto plane within seconds! We were cruising for about 10 minutes until teenage son's favorite hat flew off his head and we had to go back for it. Slowed to make turn and put boat in neutral while he leaned out front to grab beloved cap. When we tried to accelerate back up to previous speed - we couldn't get there again. <br />Any suggestions of what it might be while we're waiting to get manual?

Crud in the carbs, or water in the gas? Either could do that.
