above vs below deck fuel tank

Hello i would like to place a below the deck fuel tank above deck. But it will be enclosed in the center console. any issues of doing so? explosions?

curiously, what makes an above the deck tank able to be above deck? the red coating? sunproof material? If a below the tank is painted or wrapped in sunproof material is this sufficient to meet regulations or safety?

Fully enclosing the fuel tank in the console, makes it a "built-in deck fuel tank". It must have a permanent fill and vent thru the console walls.

Since it is fully enclosed, sunlight is not an issue, right?

The tank should be vented outside the hull to prevent fumes from accumulating on the deck
