First question is if you looked at the inside of the water pump housing, if it is new or is not pitted and the impeller is new, then the pump is definitely not the problem. If it is pitted, try replacing the pump housing.<br />While you have the lower unit off, try using a piece of automotive heater hose to hook up the water pickup tube to a garden hose. ONLY TURN THE HOSE ON ABOUT A QUARTER OR HALF TURN. Just enough water to move through the system well. It should pour out of the lower exhaust port (near the prop) like crazy. If it is doing this, you can try starting the motor and running it. Don't trying reving it. Once you are satisfied there is no obstruction in the water jacket of the motor, you can begin looking for other problems.
