a few more stupid questions.. 62 johnson

hey everyone, sorry for all the stupid questions i keep posting. I just put an order in for a few parts for my 1962 johnson 40hp (RDSL-24L).. and before i put the order in i decided to check the motor one more time in case i missed something.. that way i can get everything in one shot. after i checked it out, it left me with a few questions so i thought i would take some pics and ask you guys :)

the first question i had was regarding the spark plugs. I cleaned them a week or 2 ago and only ran the motor for about 30 min since then and im not sure if they looked right when i checked them today..(keep in mind my knowledge is very slim when it comes to any motors lol) here is the pic of what they looked like..

ok, the second question i have has to do with the needle thats on the carb.
for some reason i took it apon myself to screw the needle in until it "sits" and count the turns so i can get an idea on where its at compared to the factory settings. i only got to turn it about 1/2 a turn and then the housing that the needle is in started to turn with the screw.. i know it sounds stupid but is that thing even supposed to turn? as soon as it started moving i held it down and then just put the screw back to where it was... didnt want to keep turning it if it was supposed to move lol

ok, the last question i have is just a picture i took of something that im not sure what it does.
i think it has something to do with setting the points..although im not too sure.. i just noticed that it was loose so i tightned it down and then started wondering what it was even for lol hopefully one of you can answer it for me :)
anyways sorry for the bad questions again guys.. and thank you in advance!

just a side note.. i am very happy with the way those close up pics turned out lol its blowing my mind :) lol

Well the model number you gave says 1962, but 1962 Engines were painted white, not green. The yellowed white plastic panel with the slotted strainer in front of the carb would have been metal with a brass strainer with round holes, not plastic slots. Are you sure the model number isn't RDSL-29L?
Anyway. the 'housing' around the mixture needle is the 'packing nut' when you tighten it, it squishes the packing(feltlike washers) around the mixture needle to seal it and to provide friction so the needle valve doesn't rotate from vibration. snug it down but not so much that the needle doesn't move when you try to adjust it.
Looking at the plugs they do look a bit sooty and wet. Carb might have high float level, or the idle mix is too rich. You say you ran the engine for 30 minutes. What speeds did you run it at?
The last pic, from what I can see looks like the switch that disables the starter motor if the throttle is set too fast.

Thanks for thecomment jiimmbo.. you are not the first personto tell me that i was wrong about the year of the motor. The model number definitely says RDSL-24L.. but i think the guy that sold it to me mentioned something about him takingthe parts for another motor to rebuild it.. he gave me a bunch of old motor parts from the parts motor and that one has a metal carb on it.. but there is no model number on it so i dont know.. its made me a bit confused to tell you the truth lol

There is a threaded barrel that the needle screws into. If the packing nut is not tight enough, the barrel will spin in the passage in the carb and of course the needle will not open or close. The packing nut is what secures the barrel and puts resistance on the needle so it doesn't vibrate loose.

The third pic is the neutral safety switch.
