I was wondering where I could get the metal fuel line that runs from the manual fuel pump to the carberator.

I was also wondering if you think I might be on the right track with the problem I am having with the motor.

The oil pan is full of fuel. I was thinking that the fuel pump is defective, or maybe the float is stuck in the carb.

A bad fuel pump would be my first guess and although you could buy a new fuel line, I would just make one,
It's not difficult if you have a bending jig.

Not necessary to use SS, it can be steel. I usually pickup a 3' long 3/8" brake line (steel tubing) from NAPA, bend to fit and cut to length and reflare the end I cut using the same double flare nut.

Would I be better off getting a marine grade electric fuel pump?

Also, is it normal to not have a fuel return line from the mechanical pump back to the tank?

No, the mechanical fuel pumps fail at about the same rate as electric fuel pumps. The electric ones cost more, and you must have safety features built in (such as an oil pressure switch) that will shut the pump off if the engine isn't running and the ign. switch is in the run position.

Mechanical fuel pumps have NEVER had a return line back to the tank. That is only on a few AUTOMOTIVE EFI systems, not marine EFI systems, and definatly not a carbed engine with a mechanical pump.
