99' ocean pro 200hp starting and idle problems

I have a 99' 200hp oceanpro outboard that is in decent shape its been sitting up for 2 years. I've clean the carbs completely and replace the fuel lines/fuel water seperater/ and filter. I have the motor hooked up to an auxiallry tank with premixed gas 50:1. I disconnected the vro pump and plugged the oil line 3 inches from pump and made sure there was no air leaks. when i start the motor it revs up to 5000rpms real fast like i had the throttle all the way up and its in neutral. im scared to keep cranking the motor because it revs up to high and i dont wanna blow the motor. I'm having trouble troubleshooting this problem. does anyone have any ideas. Compression 105 on all cylinders and good spark on all cylinders.

Check all the butterfly's at idle, make sure they all close fully.

Take the shifter out of gear and operate the throttle through its range, watch the ingition linkage to make sure it retracts to the idle position.
The plastic linkages could be gunked up and stuck advanced.
It might need decarbing with seafoam if you can't find anything wrong.
