99 mercury 50hp elpto

Hello and thanks for the inadvertent help this forum has provided me in my information searches. I joined because I've found quite a bit of useful info here without, the attacks commonly found in forums.

I just picked up a 1977 lund mr. Pike deluxe 18. It has some issues I will be fixing numerous issues on the boat. It came with a 1999 mercury 50hp elpto that runs but, has some issues. It fires right up but the idle is set high. The previous owner was a retired farmer & tinkered with things more than he knew how. Being mechanically inclined myself I'd love to fix the issues. My trouble is all of my outboard experience is with mid eighties or earlier engines.

I'm going to need a manual for this. Is there a free electronic service manual or parts breakdown available for these motors?

If not what manual would be recommended for giving the best detail on this engine specifically?

My tach doesn't work & I'd like to install a new unit. Any recommendations on one that will work? The current dash hole is 3.5".
