99 Mercury 120 out board won't start

Took boat out 5 mths ago it ran fine. tried to crank this year it would not crank inline fuel filter was dirty I got a new one cleaned carbs Spark plugs was covered in smut took them out. It was spinning put plugs back in and it will not spin over. What could be wrong? Please help me

What does will not crank mean? Will spin up but won't fire, or won't spin up? If it just won't spin up, start with a dead battery for one. Then we'll go from there.

If that motor is a Mercury Force, you might repost in the proper forum. Since your inline fuel filter was dirty, it is likely your carbs are dirty as well. Spray some 50::1 into the carb intake and if she fires for a few seconds, rebuilding the carb is the next step.
