99 Mercury 115 cranks but won't fire up

Hey all,
We just put a new (rebuilt) power head on the motor
That said, the new power head is on and everything is hooked up and ready to go but we can't get it to fire off when we crank it. You could crank it all day but it won't even try to fire up. We've done and then re-done the timing just the way the manual instructs but still can't get it to fire. We're getting spark to each cylinder but for some reason it's not getting any fuel to the plugs. They're new plugs and when we pulled them out to check the spark we noticed they are still pristine... no oil, no fuel. Bone dry, just like they were when we pulled them out of the box. I'm wondering if maybe we have the wiring wrong somewhere... possibly messing up the firing sequence.
Any ideas would be helpful.

If the plugs are dry,this is proberly a fuel delivery problem.
Spray a small amount of start-gas in the throath while cranking,see if it fires up.

If it does fire, check to see that there is fuel in the carbs. If so, the carbs are clogged. Did you fix the carb that toasted cylinder #2 originally? If not, it will happen again.

Pull the drain screws on carbs to see if you have fuel. Also check that enrichener is working when you depress key and carbs in correct positions.
