99 merc 40 hp- wont idle

starts up fine in fast idle but when i lower the fast idle lever all the way down the engine stalls out slowly. what could be wrong . thanks

You should not have to use the fast idle lever on a cold start. I solved that problem on my 1998 50 hp 4 stroke by running CRC carb cleaner thru it at double the recommended heavy doseage. I actually had to back the idle screw off afterward because it idled so much faster.
