'99 BF50 won't turn over

Got a cheap boat/motor and started to tinker. Boat has a REALLY hard time starting. I traced down the power issues, replaced the solenoid, starter, battery and cables. With a fully charged battery, I turn the key and the starter engages, but does not seem to have the power to make the motor turn over. If I keep the keep turned, it will finally turn it passed w/e hard spot it is on and sometimes starts. If I remove a plug, motor turns over super easy and fires right up. I plan on going back over all connections and using a voltmeter to test for voltage drop and stuff. Any other ideas/suggestions to why there is such a high compression/hard to turn spot in the motor? (also, for reference, new oil, oil filter, fuel filter, gear oil, spark plugs)

Battery amps is not suited for that engine or low on amps. Battery amps is going somewhere else and not fully to electric starter. Did you replaced electric starter or key starter ? If first, probably key starter is shot, contacts are heavily burned out and not delivering full bat amps to selenoid to turn flywheel properly.

I ended up replacing the solenoid, starter, power cables and battery. Manual says 420 cca, my battery is 550. What do you mean by key starter? If you mean the ignition switch itself, I have not replaced that. Assumed it worked when I press it and the choke activates and i turn the key and the motor turns. I did have a problem where the junction between the power cable from the battery and power cable from the motor was getting hot, but a good cleaning of that connector stopped it from heating up. Friend mentioned water or lots of fuel (leaking needle valve) being in the cylinder causing a situation where the starter could not turn the motor cause of the fluid in the cylinder. Going to trace down that idea and check for voltage drop at the starter.
