99 40hp tohatsu running hot

I have a 1999 40 horse tohatsu it runs fine until the over heat buzzer goes off. It pees while idling but when put to speed it stops peeing and busts out. I know it's busting out because the safety but y is it running hot even tho its peeing and y does it stop peeing when I throttle up or pick up speed

Have you ever changed the impeller? An old, worn out impeller can cause the symptoms you describe.

Probably will need to change the complete water pump kit, look after the thermostat as well....
