98 Johnson Ocean Pro 200 HP..dropped RPM

My motor suddenly dropped 1000 rpm on me today. Now I cant get it over 4500, the throttle will advance, but the rpms will not climb over 4500. The motor seems to be acting like something is being dragged behind the boat. The plugs are new, it is not smoking, and the water temp/press is good. The batts charge properly and the alternator is less that a year old. I am totally stumped....any suggestions before I shell out big repair bucks??
