98 evinrude stalls at idle, when put in gear, and revs up and down by itself

1998 evinrude outboard starts fine, then stalls when at idle. Must be reved up to get into gear or will stall, after running great for a minute or so begins reving up and down by itself then bogs down and stalls eventually. Any ideas?

Most likely a fuel leak somewhere. Increases when 'leaned' out, stalls when flooded.

I see no fuel leaks but will check all lines tomorrow as a starting point.

Found a potential fuel leak & replaced fuel filter, can't be that easy, but will try running on water ASAP.
