My guess is that the valve is clogged, or you have a leak in the line from the tank to the valve.
Why was the engine in need of a rebuild?
My best advice for you is to replace all of your fuel lines, fuel selector valve, and fuel water seperator. The gray fuel lines are known to fall apart on the inside due to ethanol in the fuel. This clogs up the fuel system, can lean out a carb, and can cause an engine to go...hence why I asked why it was needing a rebuild.
You can go to any auto parts store and get 1/4" fuel line, some stainless steel clamps and have at it...it's not expensive and is great preventative maitenance and will fix your issue.
