'97 Evinrude 15hp Shifter adjustment(?) needed

Unable to pull rope when in neutral. If I push shifter a tad into reverse, I can pull, but bumps into gear and stops pull abruptly. After engine tags, the first two pics are when it is in neutral(unable to pull). The second two pics are after I've adjusted a little toward reverse(and can pull). Is there a part adjustment I can make to existing? or any other ideas?

Remove the metal rod completely & secure the lockout ( black tab) with a zip tie.

Thank you. That is EXACTLY the type of adjustment that I was looking for. It looks as though screwing #17 in or out will change the position of the little plastic lock mechanism on the rewind gear(what I'll call it) that is hanging up. I'll mess around with it and see.
