97 15HP MSHV Yamaha will not idle

Engine will not idle unless 1/4 choke applied and high idle RPM. Push in choke and engine will stall. Removed carb cleaned and installed repair kit no help. Any ideas as what the best course of action now.

clean the carb again, by partial choke your forcing it rich.
