The motor is not cranking fast enough to start. With plugs removed, the motor turns very fast. Cylinders are oiled and pistons are clean when viewed from port covers. Is this a starter problem? Full votage is getting to the starter, as I hooked it straight to the battery. Also, there are no visible signs of shellac. This motor has not been started in a couple of years.
