96 yamaha 250 cranks, won't start

Ran boat to ramp last fall with plenty of stabilizer and 3/4 tank fuel. New plugs and fuel filter this spring. Cranks, sparks, but won't fire up. I know there's spark by putting small amount of starting fluid in and getting a pop. Any ideas? Thanks
