that is pretty normal,, remove the sender and hold it upside down, see if it reads full if so the float is heavy , the composit gets fuel soaked , take it out and put it in a can of gas see if it sinks to the bottom or floats, it will probably sink,, problem is you have to replace the sending unit because they don't sell just the float. the other possibility is the conection is corroded in the harness or un pluged or the sender is bad , that is why I try it out of the tank upside down if the guage works then you know it is the sender, I made a cork float and placed it under the black float to lift it up, it works most of the time .
