96 kawasaki 1100 zxi cutting out @ top speeds

Hi i just purchased 2 more holes to throw money into. I just picked up a matching set of kawasaki 1100 zxi's. One runs great and has no problems, the other one however will ride fine but once you hit about 40 it cuts out and will stall unless you pull the choke out, any thoughts? The only difference b/w the 2 is the one thats not running correctly has the ocean pro flame arrestors instead of the factory intake cover. It has to be something with the carbs but why would it run ok until 40 then continue to run ok after the choke is pulled

Sounds like maybe the carbs are running too lean at top speed and there isn't enough fuel to compensate for the ocean pro hardware. Just guessing though.
