Remember to disconnect the battery first.

obviously while servicing it the batteries should be dissconnected, but then they need to be reconnected to start it.
Question really is can any other parts like a stator, cause a very high charge voltage and tach failure symptoms.I would rather replace the stator too instead of damaging a new regulator if needed.
The 2 batteries seem OK and I have cleaned most connections prior to ordering a regulator. I,ve also bought a factory manual but it hasn,t arrived yet.

The factory service manual should have a resistance test for the stator. My '98 Johnny 150HP w/ 35A charging system shows .12 Ohms across the yellow and yellow/grey wires.

Remember to ohm out the tach sender wire from the VR to the Tach. I had mine short, and give the same symptoms you are seeing.
