I'm a first time boat owner and bought this boat a month ago. I had it out and ran fine the first two times but top speed was about 30 mph. It is a 120 hp motor and now the will not go at all will crank and run but no power. compression on top two cylinder about 30 and bottom two 140.

I think you just answered your own question. Probably a blown head gasket.

was told by a so called boat repair business. they said "engine no good and had no spark" there words. then qouated me $4500 to rebuild.

Find a better shop. While it's possible you have multiple problems, having no spark has nothing to do with low compression, and with two cylinders next to each other with low compression, it sounds a lot more like just a head gasket problem than anything needing a full rebuild.
