Looking at this boat:

Dealer in Tampa is selling for friend (yeah, suspicious already).
They have dropped the price drastically as they found water in the bilge last time they took it out (3 to 4 inches, he says). According to him, it had never taken water on before that.
Mechanic attributed it to a "bad seal" between the transom and the lower unit. He quoted him $700 for the repair. He already bought a new boat (from his buddy the dealer, convenient) and doesn't want to spend any more money on it.
I am a car mechanic and know little about marine work but this one's got me a little puzzled.
I will OF COURSE get a marine survey done but figured I would ask for any input as to what would cause a bad seal between transom and lower unit.
How much work is this? What do I need to look for? Anyone know a good surveyor in Tampa?
