95 Mercury 60hp Trim/Tilt problem

I have a 95' Bass Tracker with a 60hp Merc. When attempting to use the Trim I hear the trim function running but the motor will not lift. Any advice on bleeding the lines or how to add fluid/which fluid would be appreciated.
