'95 Johnson Counter Rotating Lower Unit

Had a problem over the weekend.......spun the prop on the counter rotating engine of my twin '95 175 Johnsons.​

While determining if my prop was spun, I was trying to spin the prop CW while in fwd and it was locked as expected but also seemed locked in the CCW direction. Wasn't expecting that.​

I removed the prop and it was definitely spun.​

Is what I described normal for a counter rotating engine? To be "locked" in both directions when in gear? ​

I have no idea. However, strictly by looking at a random parts list, I'd say it should NOT ratchet in one direction.
