'94 waveraider swamped, won't start!

'94 Yamaha Waveraider 700 was swamped. Would initially start up briefly, but would quickly die when throttle was applied. Now the pwc won't fire at all. So far, I have changed the plugs, drained the fuel tank (and added new fuel) and will be changing the fuel filter also. The pwc is 45 mins away and I want to make sure I get the right size fuel filter my next trip out. Is it a 1/4" inlet/outlet on this filter?

If the fuel filter does not help, what should be my next course of action? It's not my machine, but I offered to help if I could, but costly purchases or repairs are not in the cards.
