'94 OMC/Volvo 5.0 starting problem

began winterizing '94 four winns horizon 180 se with omc/volvo 5.0. wont start; turn the key, double checked that shift lever is in the neutral position, absolutely nothing happens, kill switch is engaged, no solenoid click, no sounds at all, battery is fully charged - 13V, accessories all work, trim pump works, starter turns normally only when i put a screwdiver across the starter relay - but engine will not fire. have not ran the boat since early sept. when uncovered today i noticed everything in the engine compartment was damp - let it dry out for several hours before attempting to start. this has never happened before.

any recommendations would be most appreciated. might there be a fuse or reset switch that i should check? ignition switch bad? kill switch bad?

Ayuh,... Sounds like the Problem you haven't fixed got Worse....

Grab a Test Light,+ follow the Power,.... I'd probably start at the keyswitch....

Had a similar problem with my Yamaha recently. Turn the key, nothing. Everything else checked out.
It was the "Start in Neutral" microswitch inside the control box which had failed.
Bridged the switch and she roared into life.
Not sure if you have a similar setup, but it worked for me.

Have you checked both solenoids? (The one on the starter as well as the one by the circuit breakers at the risers)
