94 Mecury 225 Will Not Stop Running

I have a 1994 Mercury 225 that I recently bought on a 1980 Sportcraft Fisherman I'm restoring. The engine would start and run just fine; howerver, it would not stop running when the ignition switch was turned to off. So, this weekend I bought and installed a new Mercury ignition switch, but the engine will still not shut down when the ignition switch is turned to Off. The RPMs drop slightly, but the engine continues to run. Anybody have any ideas why this is happening?
