94 Johnson 70 hp idling at 1200 rpms

So I bought this boat a month ago and have had problems with it ever since. First thing I noticed was I couldn't idle in neutral or in gear. Once the boat got down around 1500 rpms with would sputter and stall and then would be hard to start wit out giving it some throttle. So I poured a can of seafoam in the tank and a new problem arose. Now it would not idle but would stall when I put boat in reverse. After doing some research I decided to take carbs off and clean and spray out with air. I also replaced spark plugs at that time NGKs. Put carbs back on and plugs, boat fires up and ran perfectly besides idling at 1000-1200 rpms. After 45 minutes on the water it starts stalling again when in idle, reverse still worked. Pulled fuel filter off and replaced hoping it would help but didn't. I called a couple of places and they suggested replacing the fuel lines and converting from vro to premix fuel. So II did that and re cleaned the ccarbs installed new kits. Still same scenario. No idling allowed. Looked into adjusting slow speed screw on all three carbs starting with the middle carb. After tinkering with it for about an hour nothing was helping. I'm pretty sure I made the problem worse. I noticed fuel and I believe carbon deposits coming out of my exhaust and there was quite a bit of floating around my boat and dock. I'm pretty sure plugs are fouled again. I didn't notice any fuel leaking from any hose just the exhaust and didn't see any fuel spraying out of carbs. Any suggestions would be great. I'm wondering if the initial problem could have been a bad t stat and dirty carbs. I know t stat is important in maintaining optimal engine temp for good combustion. Do you think this could be my problem and by me adjusting the screws I was overloading and that's the reason fuel and carbon deposits was coming from my exhaust? I'm new to boats but I'm pretty handy and I don't like paying someone to do stuff for me. Any ideas or suggestions would be much appreciated. Thanks.
