94 Evinrude 15hp spark problems

I recently bought a jon boat with this motor and it ran great for a month and then i ended up having a problem with every part of the fuel system and then after i got that squared away I had weak spark and me and electricity don't mix and i got tired of throwing money at this motor so I took it to a local marine. They had the boat for 3 weeks and $281 later they replaced the power pack and it started up and idled perfectly. The following saturday I took it to the waterway to go fishing and it idled just fine but anything more than it surged like crazy and at wot it was like i had the throttle barely cracked open. When i got it home I started to mess with it and couldnt even get it running and the spark was weak again. Back to square one. I know i should take it back to the marine but their customer service and slow service times make me cringe at bringing it back. Plus the fact money is tight and i can get the parts way cheaper than they charge me. Should i take it back or spend a little over 100 on a new power pack, coil pack, and wires from marineengine.com and see what happens from there?

Don't they offer any type of warranty?
How are you checking spark, with an air gap tester?
How is the compression?
Does it help if you pump the primer bulb while it is acting up?

i do not have any kind of tester but if i checked to see if it had spark by unscrewing the spark plug and holding it against the block. I know its ghetto but i can see its weak and the top cylinder is clearly weaker than the bottom. Also when it was running if i unplugged the spark plugs it would only make a huge difference un-plugging the bottom one. Squeezing the primer bulb doesnt effect it at all and a compression check is on my to do list.
