My '94 outboard is giving me a fit! It is taking spells where when I turn the ignition switch to start it nothing happens.. no click or anything. I replaced the solenoid and still the same issue. Some times it starts right Up with no issues. All batteries are charged. If I cross jump the solenoid it starts right up every time. I checked out the ignition wire from switch to the motor and looks fine. So my question is... This must be a bad ignition switch? Thanks for any suggestions!

Wiggle the throttle handle in the neutral position.

Could indeed be a faulty key switch. Also, could be dirty/loose battery cable connections. Make sure the main cable ends are clean, not only on the battery end, but the engine end also. You can test the starting capabilities by jumping the starter direct from a fresh battery. If it spins/cranks the engine normally every time you jump it-you know it is not the starter.

Like the others said, Ensure all connections are clean, shiny and tight. If you say jumping it at the starter works at a time when you are having issues, you have ruled out the Sel/starter.

I'll look closer again at all connections, and the neutral safety switch for sure. Maybe (very temporarily!!) Jump it out, and see if your reliability goes up. definetly put it back in the circuit however.
