94 3.0 Mercruiser yellow tale tail

My boat runs at idle but when I get it under load to plane it will spit and sputter then kill.

Have it in a test tank now and Noticed when I start it the yellow tell tale hose going from the fuel pump to carb slowly fills up to the carb then dump fuel in it.

This is not normal I would think. Bad fuel pump? Flooding the boat out under load?

Any thoughts would be great
