I was wondering if having 2 bad voltage regulators would keep the motor from revving up under load. I have checked both regulators to be bad. Not sure how to check stator. But boat will only rev to about 2200 rpm

If regulators damaged stator youy could have a dead high speed speed side, go to CDI website and get troubleshooting guide.
