93 mariner wont rev above 4000 replacing of bunch of spark components

I have a 93 lund with 93 mariner in it. 115hp. I changed out switch box, plugs, stator, trigger and made sure timing was good. Its hitting on all cylinders and runs great but wont go above 4000 rpm. It starts as soon as you turn the key. Boat ran normal last year before stator went out. Anyone know what it could be? All parts are cdi electronics besides a sierra switch box

Gee, how about a compresion check? Also, examine the spark plug color. A clean spark plug can indicate water intrusion, which puts out the fire of combustion.

How have you verified that it is running on all cylinders?
