92 Yamaha T9.9 won't manual tilt, how to?

My 92 Yamaha T9.9 won't tilt out of the water manually as it is suppose to do. I have tried greasing and oiling and heat but nothing helps moves this motor up into a tilted position out of the water. I imagine it is salt frozen as the whole motor had to be taken apart and cleaned out to get the salt out, but I never did get the motor to tilt. Any suggestions on how I can get this motor to tilt up to the 70 degree position ot of the water? Also, if it cannot be fixed, can I replace the tilting parts without pulling the whole motor out of the case? How big of a job is this?

This might be a really stupid question, but you did press the release clip before trying to pull up the motor?

yep, I sure did push the release clip to no avail. It's deffinately frozen in the down position. Can it be fixed or replaced without removing the motor from the case?

This is very weird, you would think something like this will happen to a big motor .... , either something is bent to keep it from lifting, or the release catch is broken .... have you tried lots of force? You can replace the parts easily ...

Could it be possible the the previous owner might have welded it down for some reason? Can you get the tilt lock pin out?

I listened to your advise, thought about it awhile, went back out to the boat, pushed the latch down as far as I could and began heaving on it with all my force. Just about time I was about to give up for the last time -- it moved. The more I heaved the more it moved. Finally, I got it all the way up. I was amaized and thrilled. You saved me money and made me a very happy boater.
Thank you deejaysee 2000 for your wonderful help. It was what I needed.
