92 yamaha 650 adjusting the carb (single mikuni sb44)

Previose post (I am getting tired of pulling this carb)! Ive been trying to tune my 92 beater 650 wave 111 in my driveway with the hose to it for days. Got it cheap and beat up. It has 135lbs compression. I put a brand new off the shelf carb on it and it doesnt seem to have any snappy acceleration, very sluggish. Any chance that when i tie it up in the water with a load to it, it will show some revving or am I hosed with a tired ski. I started with the base setting of 1 and 1/8 to 1 and 1/4 turns out on the high and low with a quarter to half a turn on the idle screw. It only idles nicely by playing with the choke. I just dont have any wot revving I would expect. I did play with the high adjuster with the throttle open while adjusting. Cripes my lawn mower revs better than this thing. Does the throttle cable just bolt in or do I have to adjust that as well? (maybe to get more throw on the cable? seems kinda short)I thought I should be able to get some revs in the yard and then fine tune in the water. This has so little revving i find it hard to believe.

Anybody? has to be someone here that knows the sb44mikuni? Barely runs with the manual (book) adjustment settings. 1 and 1/8 turns out. Like i wrote 135lbs compression. New coil and wires/gettin spark, just no rpms. It will run 20mph.
