92 Mercury 115 Water in Cylinders

Hi I have a 4 cylinder Mercury 115 2 stroke that is getting water in the bottom two cylinders. Could this be a bad crankcase seal?

We pulled the crank seal and there was water sitting in there. Any way the water could get in there other than the seal?
